The top ten industrial enterprises are an important engine for driving the economic growth of the whole region. The figures show that the top ten industrial enterprises achieved a total industrial output value of 42.47 billion yuan in 2017, accounting for 34.75% of the total industrial output value of 418 industrial enterprises above designated size in the region last year. In other words, in terms of industrial output value alone, the top 10 industrial enterprises, which account for less than 2.4% of the total number of industrial enterprises above designated size in the region, have created the industrial output value of 30% of industrial enterprises above designated size in the region. The top ten industrial enterprises are undoubtedly the first group army of the industrial economy in our region, playing a backbone and leading role.

The entry conditions for "Top 10 Industries" and "Top 10 Progress" are 500 million yuan or more / 50 million yuan - 500 million yuan respectively in the current year; The total profit of the year is 10 million yuan and above/1 million yuan and above; The total profit and tax is 20 million yuan and above/2 million yuan and above, of which the district-level income tax is 2 million yuan and above/500,000 yuan and above. In addition, there can be no unjustified arrears of wages or non-payment of social insurance premiums in the current year; Major quality accidents, major safety liability accidents and environmental protection liability accidents; There was no R&D investment in that year.

There are also selection indicators. The "Top Ten Industries" set up six indicators: total assets, industrial output value, total profits and taxes, R&D investment intensity, average remuneration of employees, and energy consumption reduction rate of 10,000 yuan of industrial output value, with weights of 15, 25, 25, 20, 5 and 10 respectively. The "Top 10 Progress" set four indicators: industrial output growth rate, profit and tax growth rate, R&D investment intensity, and energy consumption reduction rate of 10,000 yuan of industrial output value, with weights of 30, 25, 25 and 20 respectively. In both cases, the ranking score of each index of the enterprise in the participating enterprises is multiplied by the weights to calculate the score of each index, and the comprehensive score is added up and ranked, and the top ten enterprises are the top ten.

The selection process is to first set up the "Top 10 Industries" and "Top 10 Progress" selection groups led by the District Government Office and participated by relevant functional departments of the High-tech Zone and Jiulongpo District. Then, in the first quarter of each year, the company submits the declaration forms of "Top 10 in Industry" and "Top 10 in Progress" of the previous year to the office of the selection team before the deadline, and the member units of the selection team will jointly review the application materials. Then, the office of the selection team will calculate the comprehensive score of the participating enterprises according to the method, and propose a list of "Top 10 in Industry" and "Top 10 in Progress" according to the ranking, and report it to the district party committee and district government for approval.

Through the process of pre-enterprise declaration, review of selection indicators, solicitation of opinions and other processes, the following enterprises are finally selected.
